🧭 The Main Takeaway

United Kingdom Royal Navy Ship HMS Tamar visits Cambodia to strengthen defence relations between the two countries through practical maritime cooperation, community engagement, and military exchanges.

It also demonstrates the UK’s commitment to a free and open Indo-Pacific based on international rules.

The event marks the British Tamar Fleet’s inaugural visit to Realm Naval Base in Cambodia, which was led by UK Royal Navy Commander Tom Lindsey.

During the week-long visit, the UK Navy conducted several activities, including joint sea patrol exercises alongside Cambodian fleet personnel, meetings with Cambodian naval leaders, and engaging with local organisations.

Two months earlier, the same ship had also visited Jakarta to strengthen cooperation and conduct joint military training with the Indonesian Navy.

This indicates that maritime security in the Indo-Pacific, including Southeast Asia, is considered a priority for the United Kingdom.

📡 Why It's on Our Radar

Maritime security cooperation has become an increasingly important component between the United Kingdom and Southeast Asian countries, particularly as both parties seek to strengthen their capacity to address evolving maritime challenges in the Indo-Pacific.

UK Navy presence also provides Cambodia with an opportunity to enhance naval capabilities, operational experience, and military-to-military exchanges.

Besides, the UK’s engagement with Cambodia strengthens its security presence and partnerships in mainland Southeast Asia.

The cooperation also reflects a broader UK effort to deepen practical security engagement with Southeast Asian countries.

This cooperation also strengthens their ability to respond to common maritime challenges while contributing to a more stable and rules-based regional security environment.

“Our visit to this beautiful country, the third such visit by the Royal Navy since 2023, is an important sign of our growing partnership as together we build cooperation across the Indo-Pacific and Southeast Asia.” - UK Royal Navy Commander Tom Lindsey.

🌏 Maritime Security Challenges Driving UK–Indo-Pacific Cooperation

There are several issues considered important for the United Kingdom and Southeast Asia in strengthening maritime security cooperation, including:

🌐 The United Kingdom highlighted the importance of openness, free navigation, stability, and a balance of power in the Indo-Pacific region, including Southeast Asia.
🛡️ The United Kingdom’s defence strategy aligns with Southeast Asian priorities to help buffer regional middle and minor powers against external coercion.
⚙️ Southeast Asian countries tend to see the UK’s advantage in maritime security, including its high-technology defence industry, global diplomatic heft, intelligence reputation, broad maritime expertise and influence.
🚢 The Indo-Pacific region is currently facing maritime security threats ranging from the South China Sea dispute, the potential for conflict in the Strait of Malacca, China’s military pressure on Taiwan, and also United States-China geopolitical rivalry.

🤝 UK-Southeast Asia Maritime Cooperation Development

The importance of maritime security for both sides is also evident in the recently published UK and Association of Southeast Asian Nations (ASEAN) Plan of Action (2027-2031), which was issued following the partnership dialogue at the ASEAN Post-Ministerial Conference with the UK in Manila on July 22, 2026.

The document also highlighted UK-ASEAN political security cooperation in the first chapter; it marks a priority sector.

In this regard, the two countries agreed to emphasise the importance of safeguarding maritime sovereignty in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

This is achieved through various partnerships, ranging from capacity-building training and technological cooperation to information sharing and maritime connectivity.

🎯 The Bottom Line

The United Kingdom’s growing maritime engagement with Southeast Asia signals its continued commitment to maintaining a free, open, and rules-based Indo-Pacific.

UK is positioning maritime security as a key instrument of its broader regional engagement, particularly amid increasing geopolitical competition and maritime tensions.

As maritime challenges become increasingly complex, sustained UK-ASEAN cooperation could contribute to a more balanced regional security environment while supporting Southeast Asian countries in safeguarding maritime sovereignty and freedom of navigation under international law.
